MONTEREY BOARD OF HEALTH MEETING MINUTES

Date:  June 19, 2006

Present:  Stephen Enoch, Robert Annelli, John Makuc, and Peter Kolodziej

The meeting began at 3:45pm

·       Approved minutes as written from 6/5/06
·       Reviewed mail
·       Joe Wilkinson from Wilkinson Excavating met with the Board wishing to repeal the fine assessed to him for violation of the State Environmental Code Title 5, 310 CMR 15.024(1)(4)(6)(7) for installing/constructing a septic system at Map 3 Lot 70 Main Rd without first obtaining a disposal works system construction permit and for failing to follow local procedures and regulations.  After discussion the Board informed Mr. Wilkinson that a new letter will be sent.  The new letter will remove the fine and consider this a warning.  In addition, a letter will be drafted by Peter Kolodziej to notify all installers of potential ramifications to violations of Title 5.
·       Nora Hayes, ACO, gave an update on animal control issues.  The next letter to be published in the Monterey News was discussed and Nora Hayes will be in contact with Melissa Noe, Board of Health Secretary with a final draft.
·       Robert Annelli sent in his Barn Book to Michael Cahill and Robert will call to confirm receipt of this.
·       Randy Leonard of Mt Everett Sanitation will receive a letter for his violation of the State Environmental Code Title 5, 310 CMR 15.024(1)(4)(6)(7) for installing/constructing a septic system at Map 17 Lot 160, 109 Pixley Rd. without first obtaining a disposal works system construction permit.
·       The Board voted to amend the fees for septic permits effective going forward as follows: New construction $200.00, Repairs $50.00 and Upgrades/Replacements $200.00.  New fees will be posted in a local paper.
·       The Board discussed the camp on Art School Rd.  Peter K. advised the owners of this camp to contact the State to see if they should be classified as a camp.  Peter duly informed the owner of the State Camp Requirements.
·       Peter K. responded to the letter received regarding “Summer Cottage (47?) Lake Buel, Warner Property”.  No further action will be taken at this moment.
·       Property at 39 Sylvan Rd (Harvey Kaplan) was discussed and the issue at hand for the Board of Health was previously addressed and taken care of, the tree was removed and there are currently no other issues from the Board of Health’s point of view.
·       Peter K. performed a camp inspection at Swann Lodge and presented the following issue: the State Building Inspector needs to follow up for permits, Peter will send a letter.
